In a transformative move to modernize international remittance services and promote financial inclusion, the Department of Posts (DoP), under the Ministry of Communications, Government of India, and NPCI International Payments Limited (NIPL)—the global arm of the National Payments Corporation of India (NPCI)—have officially signed a Non-Disclosure Agreement (NDA) to launch a cutting-edge digital remittance solution.

The initiative aims to merge the Unified Payments Interface (UPI) system with the Universal Postal Union’s Interconnection Platform (UPU-IP), creating a secure, real-time, and affordable cross-border remittance channel for the global Indian diaspora.

The agreement was exchanged between Mr. L.K. Dash, Deputy Director General (International Relations and Global Business), Department of Posts, and Mr. Ritesh Shukla, CEO, NPCI International Payments Limited, at a formal ceremony that underscored the beginning of a game-changing collaboration in India's financial ecosystem.

Why This Collaboration Matters

India is the world's largest recipient of remittances, with an inflow exceeding $100 billion annually. Despite this, many Indians living abroad—especially in regions with limited access to formal banking systems—continue to face high fees, delays, and inconvenience in sending money to their families.

This new initiative directly addresses these challenges by combining:

  • UPI’s real-time, digital payment infrastructure

  • DoP’s extensive rural and international postal network

  • UPU’s global postal interoperability platform

Together, these elements promise to reshape the remittance landscape for millions of Non-Resident Indians (NRIs) and their families.

Key Benefits of the UPI-UPU-IP Remittance Model

🔹 Cost-Effective Transfers

The integration is expected to substantially reduce remittance charges, making it economically viable for workers and migrants abroad to send money without the burden of excessive fees.

🔹 Secure and Reliable Transactions

The collaboration leverages the robust security architecture of UPI and the trusted legacy of India Post, ensuring that transactions are secure, transparent, and fully traceable.

🔹 Wider Accessibility and Financial Inclusion

By utilizing the global reach of the postal network, the partnership will extend digital remittance services even to underbanked regions and remote villages across India, thereby deepening financial penetration and empowering rural communities.

🔹 Real-Time Processing

Thanks to UPI’s real-time payment capabilities, beneficiaries in India can receive funds instantly, eliminating the delays often associated with traditional money transfer services.

Leaders Speak: A Vision for Inclusive Growth

Mr. L.K. Dash, DDG of the Department of Posts, expressed optimism about the initiative’s potential to redefine the cross-border payment ecosystem:

“We are thrilled to partner with NIPL on this innovative project. This collaboration aligns with our mission to provide accessible and affordable financial services to every Indian, including our diaspora. With the UPU platform and UPI network, we envision a remittance solution that is both empowering and transformational.”

Echoing his sentiments, Mr. Ritesh Shukla, CEO of NIPL, highlighted the partnership’s global significance:

“NIPL is committed to expanding UPI’s footprint across the world. Our association with the Department of Posts will unlock new avenues for secure, convenient, and seamless remittance flows. Together, we aim to enhance the remittance experience for millions of Indians globally while advancing financial inclusion.”

A Technological Leap for India’s Postal and Payment Systems

This agreement also marks a significant digital transformation milestone for the Department of Posts. Traditionally known for its logistics and communication services, India Post is now set to become a key digital financial facilitator by integrating its network with one of the world’s most successful real-time payment systems—UPI.

The project aligns with India’s broader vision of:

  • Creating a cashless and inclusive digital economy

  • Promoting Digital Public Infrastructure (DPI) globally

  • Strengthening UPI as a global payment brand

Global Aspirations for UPI and the Road Ahead

The signing of the NDA is part of a larger strategy by NPCI and the Government of India to internationalize UPI. NIPL has already made significant strides in countries such as:

  • Singapore (UPI-PayNow integration)

  • UAE (enabled UPI for Indian tourists)

  • France, UK, Nepal, Bhutan (bilateral collaborations)

The addition of UPU’s 192-member global postal network is expected to dramatically expand UPI’s global footprint, creating new corridors of trust and efficiency in international payments.

Toward a Seamless, Borderless Financial Future

The DoP-NIPL collaboration represents a bold step toward building a borderless, inclusive financial architecture. With technology at its core and equity as its goal, the initiative embodies the spirit of India’s digital transformation while reaffirming its commitment to the economic well-being of the global Indian community.

As the implementation phase begins, stakeholders anticipate a pilot rollout followed by nationwide and international expansion, ensuring that no Indian is left behind, whether at home or abroad.
