The Prime Minister of the Republic of Mauritius, Dr. Navinchandra Ramgoolam, called on the President of India, Smt. Droupadi Murmu, at Rashtrapati Bhavan on September 16, 2025, marking the conclusion of his week-long State Visit to India (September 9–16). During the visit, Prime Minister Ramgoolam toured Mumbai, Varanasi, Ayodhya, and Tirupati, reflecting both the economic and cultural dimensions of India–Mauritius ties.

Mauritius in India’s Strategic Vision

Welcoming the Mauritian Prime Minister and his delegation, President Murmu reaffirmed that Mauritius occupies a special place in India’s “Neighbourhood First” Policy, the “MAHASAGAR Vision” for maritime cooperation, and India’s broader engagement with the Global South.

The President emphasized that the elevation of bilateral relations to an “Enhanced Strategic Partnership” reflects the growing depth of cooperation across political, economic, cultural, and security spheres.

Development Partnership and New Special Economic Package

President Murmu highlighted India’s continued support for Mauritius’ development priorities. She expressed confidence that the recently announced Special Economic Package will significantly contribute to the island nation’s growth.

Key projects under this package include:

  • Construction of hospitals and healthcare facilities

  • Development of roads and port infrastructure

  • Defence procurement and joint maritime surveillance to ensure regional security

  • Expansion into digital technologies and the space sector, opening new frontiers of collaboration

“These initiatives will have a lasting positive impact on the lives of the people of Mauritius and deepen the fabric of our cooperation,” President Murmu said.

Shared Heritage and Cultural Links

Both leaders agreed that relations between India and Mauritius are unique, rooted in shared history, language, culture, and values. The vibrant Indian-origin community in Mauritius remains a living bridge connecting the two nations, fostering people-to-people exchanges and cultural affinity.

Prime Minister Ramgoolam’s visits to Varanasi and Ayodhya, regarded as civilizational centres of Indian culture, and to Tirupati, one of India’s most revered pilgrimage sites, symbolized the deep spiritual and cultural ties binding the two nations.

A Partnership for the Future

The President praised Prime Minister Ramgoolam’s vast leadership experience, noting that under his stewardship, India–Mauritius relations will continue to strengthen. She emphasized that the partnership is not only about government-to-government collaboration but also about empowering citizens through education, technology, health, and sustainable development.

The leaders also reaffirmed their commitment to working together on climate resilience, blue economy initiatives, and regional security in the Indian Ocean Region (IOR), underscoring the strategic maritime dimension of bilateral ties.

Looking Ahead

The conclusion of the visit marked yet another milestone in the enduring friendship between India and Mauritius. With strong foundations in history and culture, and expanding cooperation in infrastructure, defence, digital innovation, and space, the two nations are poised to scale new heights in their partnership.

As President Murmu noted, the India–Mauritius relationship stands as a model of South-South cooperation and reflects a shared vision of peace, prosperity, and sustainable growth in the 21st century.
