This decision comes amid his involvements in a money laundering case, wherein he is accused of orchestrating a significant financial fraud involving public funds from Canara Bank.
The court emphasized that travel for expert consultation is a fundamental right, essential for Goyal, who suffers from complex medical conditions, including malignant neuroendocrine tumors. His legal representatives argued an international second opinion is crucial, citing risks associated with potential surgeries.
While the Enforcement Directorate expressed concerns, labeling him a flight risk due to his overseas assets, the court acknowledged no prior misconduct during interim bail. Strict conditions accompany Goyal's travel clearance to prevent any possible legal evasion or tampering with evidence.
