The Ministry of Panchayati Raj will organise a regional workshop in Guwahati on May 29, aimed at strengthening service delivery and improving ease of living in rural India through empowered Panchayati Raj institutions.
The workshop, titled 'Seva Se Samriddhi: Panchayat-led Service Delivery', is being organised in collaboration with the Common Services Centre Special Purpose Vehicle (CSC-SPV) and the Assam government's Department of Panchayat and Rural Development, according to an official statement.
The event will focus on enhancing panchayat-led governance through digital transformation, citizen participation, innovation and multilingual public service delivery.
Union Minister of State for Panchayati Raj S P Singh Baghel will chair the proceedings, while Assam Panchayat and Rural Development Minister Atul Bora will attend as a key participant.
Senior officials expected to address the workshop include Vivek Bharadwaj, Mukta Shekhar, Akhil Kumar and Ballepu Kalyan Chakravarthy.
The ministry said the workshop would bring together panchayat functionaries, elected representatives, village-level entrepreneurs and state government officials from seven states -- Assam, Andhra Pradesh, Madhya Pradesh, Odisha, Punjab, Rajasthan and Telangana.
Representatives from civil society organisations, academic and research institutions, and organisations working in rural technology and digital public infrastructure, including Common Services Centres and BHASHINI, are also expected to participate.
The workshop will felicitate top-performing gram panchayats and champion Common Services Centres from participating states for strengthening citizen-centric governance and improving access to public services at the grassroots level.
According to the ministry, discussions will centre on digital transformation of panchayat services, multilingual governance enabled by BHASHINI, greater citizen participation and improved accessibility of public services.
Panel discussions, technical sessions and inter-state experience-sharing forums are planned as part of the programme to promote the exchange of scalable governance models.
A dedicated host-state session will highlight innovations under Assam's Sewa Setu initiative and showcase local service delivery models.
The ministry said the workshop forms part of its broader effort to build empowered, accountable and service-oriented panchayats capable of responding effectively to the evolving needs of rural communities.
It also highlighted recent measures to promote grassroots governance, including the introduction of a new category under the National Awards for e-Governance 2025 in collaboration with the Department of Administrative Reforms and Public Grievances, recognising innovative digital initiatives by gram panchayats and equivalent local bodies.
The regional workshop, the ministry said, seeks to institutionalise the documentation and sharing of successful local governance practices so that effective service delivery models can be replicated nationwide in line with the constitutional mandate for panchayats as institutions of self-government under Article 243G.
