In a major initiative aimed at strengthening professional expertise in labour governance, social security administration, and regulatory compliance, the Pandit Deendayal Upadhyaya National Academy of Social Security (PDUNASS) of the Employees’ Provident Fund Organisation (EPFO), in collaboration with Gujarat National Law University (GNLU), has launched the inaugural batch of the Executive Development Programme on “Labour Laws and Social Security Compliance (EPFO at Core)”. The programme was formally inaugurated during an online session held on 29 May 2026.

The launch comes at a crucial time when India’s labour and social security framework is undergoing significant transformation through the implementation of new Labour Codes, digital governance reforms, and evolving compliance requirements. The programme seeks to equip professionals with the knowledge and practical skills necessary to navigate an increasingly complex regulatory environment while supporting effective implementation of labour laws and social security provisions.

Strengthening Capacity in a Changing Labour Landscape

The Executive Development Programme has been designed as a practice-oriented learning initiative that bridges the gap between legal understanding and real-world implementation. Its objective is to develop professionals who can effectively manage compliance responsibilities while contributing to responsible governance, worker welfare, and organizational sustainability.

The programme recognizes that the nature of labour governance is changing rapidly. New workforce structures, digital systems, increased transparency requirements, and evolving legal frameworks require professionals who possess both theoretical knowledge and operational expertise.

By combining academic rigor with practical insights, the initiative aims to create a new generation of compliance professionals capable of responding to emerging challenges in labour regulation and social security administration.

High-Level Participation Marks the Launch

The inaugural session brought together senior officials, academics, industry representatives, and participants from across the country.

The event was attended by Shri Ramesh Krishnamurthi, Central Provident Fund Commissioner (CPFC), EPFO, along with Shri Kumar Rohit, Director, PDUNASS, Prof. (Dr.) S. Shanthakumar, Director, GNLU, Dr. Nitin Malik, Registrar, GNLU, senior EPFO officers, faculty members, industry leaders, and enrolled participants.

Their presence underscored the importance of collaboration between government institutions, academia, and industry in strengthening India’s labour governance ecosystem.

Strong National Interest and Oversubscription

The programme has generated significant interest from professionals across multiple sectors.

Originally designed to accommodate 60 participants, the inaugural batch attracted 66 enrolments, making it oversubscribed even before classes commenced. The response has been so strong that organizers are already considering launching a second batch to meet growing demand.

Addressing the participants, CPFC Shri Ramesh Krishnamurthi highlighted the profound changes occurring within India’s labour governance and social security systems.

He noted that the introduction of the Labour Codes, particularly the Code on Social Security, 2020, coupled with rapid digitization initiatives, has increased the demand for professionals who can combine legal expertise with practical implementation capabilities.

According to him, compliance today extends far beyond fulfilling statutory obligations.

He emphasized that strong compliance frameworks contribute to:

Krishnamurthi expressed confidence that the Executive Development Programme would serve as an important platform for addressing emerging compliance challenges and strengthening professional capabilities in a rapidly evolving regulatory landscape.

Speaking on the occasion, PDUNASS Director Shri Kumar Rohit described the programme as a defining milestone for the National Academy of Social Security.

He explained that the initiative emerged from a shared recognition that India’s labour and social security ecosystem needed a structured professional platform capable of bridging the longstanding gap between legal theory and practical implementation.

According to Rohit, changing workforce dynamics, digital governance systems, and growing expectations of accountability require professionals who can translate regulatory provisions into effective workplace practices and governance systems.

He emphasized that employability and professional relevance increasingly depend on adaptability, practical competence, and the ability to respond proactively to regulatory and technological developments.

Rohit further noted that labour law compliance should not be viewed merely as a legal obligation but as a tool for promoting dignity, fairness, worker welfare, and institutional trust.

Academia and Industry Working Together

GNLU Director Prof. (Dr.) S. Shanthakumar described the programme as a pioneering example of meaningful collaboration between academia and industry.

He stated that contemporary labour governance requires professionals who can integrate legal understanding with practical implementation skills and operational knowledge. The programme, he said, reflects GNLU’s commitment to delivering professional education that is academically rigorous, socially relevant, and responsive to industry needs.

According to him, labour laws and social security frameworks should increasingly be viewed as strategic instruments for:

  • Improving organizational resilience

Dr. Nitin Malik, Registrar of GNLU, also welcomed the initiative and noted that the strong response demonstrates the growing demand for executive education programmes that combine academic excellence with practical relevance.

Practitioner-Centric Curriculum

One of the programme’s distinguishing features is its practitioner-focused design.

The curriculum has been jointly developed by the Standing Committee and Academic Committee of PDUNASS and shaped by a team of senior EPFO officers led by Shri Amit Vashist, Additional Central Provident Fund Commissioner, along with several experienced Regional Provident Fund Commissioners.

The programme draws upon:

  • Field-level experience

  • Regulatory expertise

  • Operational insights

  • Academic scholarship

This integrated approach ensures that participants gain not only an understanding of legal provisions but also practical knowledge regarding implementation, enforcement, and compliance management.

Flexible Learning for Working Professionals

Recognizing the needs of working professionals, the programme has been structured to allow participation without disrupting professional commitments.

The three-month course is being conducted online, with classes scheduled every Friday and Saturday from 6:00 PM to 9:00 PM. This format enables professionals from across India to participate while continuing their regular work responsibilities.

Following the online component, participants will attend a four-day contact programme at the GNLU campus in Gandhinagar.

The residential component will include:

  • Workshops

  • Compliance simulations

  • Case study discussions

  • Expert interactions

  • Advanced policy and governance sessions

This blended learning model combines the flexibility of online education with the benefits of face-to-face engagement and experiential learning.
