The Final Chapter of Rwanda's Last Fugitive: Lucien Kabuga's Death Closes a Dark Era

Lucien Kabuga, a pivotal figure in the 1994 Rwanda genocide, has passed away while in the custody of a U.N. court, as announced Saturday. At 93, Kabuga's death marks the end of a long pursuit that saw him evading capture for over two decades.

Kabuga was apprehended in France in 2020 and subsequently extradited to The Hague. However, due to severe dementia, the court had ruled him unfit to stand trial. No country was willing to receive him, leaving him in a U.N. detention facility until his demise.

His arrest was significant; Kabuga had been accused by prosecutors of inciting hate through his radio station and supporting ethnic Hutu militias. With his death, the United Nations' Mechanism for International Criminal Tribunals has ordered an inquiry into his passing, as it wraps up remaining cases from the Rwanda and Yugoslavia tribunals.
