In a major stride towards India’s sustainable transport future, NITI Aayog today unveiled the India Electric Mobility Index (IEMI), a pioneering benchmarking tool designed to comprehensively track and evaluate the progress of States and Union Territories (UTs) in achieving their electric mobility ambitions. The launch event was presided over by Shri Rajiv Gauba, Member of NITI Aayog, accompanied by Shri B. V. R. Subrahmanyam, CEO of NITI Aayog, Shri O. P. Agarwal, Distinguished Fellow, and Shri Sudhendu Sinha, Programme Director – E-Mobility, alongside other key dignitaries.

Driving India’s Net-Zero Vision Through State-Level Leadership

India’s commitment to reaching net-zero carbon emissions by 2070 places the transport sector at the forefront of its decarbonization efforts. Given that states and UTs are the frontline implementers of transport and infrastructure policies, their role in steering electric vehicle (EV) adoption and related ecosystem development is critical. The IEMI emerges as a vital instrument to foster data-driven, transparent assessments of state-level progress, enabling tailored policy interventions that consider regional nuances.

Shri Rajiv Gauba emphasized the Index’s role in fostering transparency and healthy competition: “The IEMI provides a transparent, comparative framework to assess progress across key themes such as electrification, infrastructure, and innovation. It enables states to benchmark their efforts, identify gaps, and learn from each other’s successes.”

Comprehensive Framework Measuring Multiple Dimensions of EV Adoption

The India Electric Mobility Index evaluates states and UTs on a scale of 0 to 100 based on 16 meticulously selected indicators categorized under three core thematic pillars:

  1. Transport Electrification Progress: This dimension captures demand-side metrics such as the growth in EV registrations, the market share of electric vehicles in new vehicle sales, and fleet electrification across public and private sectors.

  2. Charging Infrastructure Readiness: Recognizing the vital role of accessible and reliable charging networks, this pillar tracks the deployment of public charging stations, fast chargers, grid integration, and infrastructure density relative to EV uptake.

  3. EV Research and Innovation Status: Acknowledging the supply-side ecosystem, this segment assesses state-level research and development activities, innovation hubs, startup ecosystems, and investment in EV technology advancements.

By integrating these dimensions, the IEMI presents a holistic picture of each state’s electric mobility landscape, identifying strengths to replicate and weaknesses requiring focused interventions.

Shri B. V. R. The IEMI is accessible through a dynamic online dashboard (https://iemi.niti.gov.in), allowing stakeholders, researchers, industry participants, and the public to interact with data visualizations, track progress in real time, and download detailed reports. The inaugural India Electric Mobility Index 2024 Report (https://niti.gov.in/sites/default/files/2025-08/India-Electric-Mobility-Index-2024-Report.pdf) provides an in-depth analysis of the current landscape and recommendations to accelerate the electric mobility transition.

The dashboard’s interactive nature supports granular insights down to individual states and UTs, facilitating comparisons and trend analysis over time. This digital transparency is expected to increase accountability and incentivize continuous improvements in policies and investments.
