CBDT to Drive Swachhata and Grievance Redressal Under Special Campaign 5.0

The Government of India is set to launch Special Campaign 5.0 from 2nd to 31st October 2025, focusing on cleanliness drives in government offices and systematic disposal of pending matters. The campaign, coordinated by the Department of Administrative Reforms and Public Grievances (DARPG), seeks to institutionalise Swachhata as a permanent value in governance while improving efficiency, transparency, and citizen-centric service delivery.
As part of this nationwide initiative, the Central Board of Direct Taxes (CBDT), under the Department of Revenue, Ministry of Finance, along with its subordinate offices across the country, will actively participate in the campaign.
Building on the Achievements of Special Campaign 4.0
The upcoming campaign rests firmly on the achievements of Special Campaign 4.0, during which the CBDT achieved significant milestones:

1,450 sites across the country were covered under cleanliness campaigns.

3.20 lakh physical files and 58,000 e-files were reviewed and disposed of.

220 tonnes of old records were cleared.

1.75 lakh sq. ft. of office space was freed.

₹43 lakh revenue was generated through scrap disposal.

Most importantly, over 53,000 public grievances were resolved, reinforcing the CBDT’s focus on responsive governance and accountability.
These results underscored the Department’s commitment not just to cleanliness but also to efficiency and service improvements.
Continued Focus on Citizen-Centric Governance
To sustain this momentum beyond the campaign period, the CBDT continued grievance redressal initiatives between November 2024 and August 2025, successfully resolving:

56,575 public grievances filed on the CPGRAMS portal.

9,300 grievance appeals, demonstrating sustained attention to taxpayer concerns.

Four Key Focus Areas for Special Campaign 5.0
Under the new campaign, the CBDT will focus on four priority areas that align with India’s digital transformation and sustainability goals:

Disposal of e-waste – Ensuring safe, scientific management of obsolete IT equipment in line with environmental standards.

Record management – Transitioning from physical to digital records, improving efficiency and accessibility.

Space optimisation & office beautification – Creating cleaner, greener, and more people-friendly office environments.

Accelerated grievance redressal – Speeding up resolution of taxpayer grievances to enhance trust and satisfaction.
These measures will help modernise administrative practices while strengthening public confidence in the government’s service delivery mechanisms.
