In a landmark step towards bridging India’s digital divide, the Department of Posts (DoP) under the Ministry of Communications and Bharat Sanchar Nigam Limited (BSNL) signed a Memorandum of Understanding (MoU) on 17 September 2025 in New Delhi to extend BSNL’s mobile connectivity across the length and breadth of the country.

The agreement was formally signed by Ms. Manisha Bansal Badal, General Manager (Citizen Centric Services & RB), on behalf of the Department of Posts, and Shri Deepak Garg, Principal General Manager (Sales and Marketing – Consumer Mobility), representing BSNL.

Leveraging India Post’s Reach

Under the MoU, India Post’s unparalleled postal network of 1.65 lakh post offices, which reaches almost every town and village in the country, will be harnessed to:

  • Sell BSNL SIM cards through designated counters at post offices.

  • Provide mobile recharge services at the local level.

  • Onboard new customers with simplified documentation and secure transactions.

This strategic partnership transforms post offices into Points of Sale (PoS) for BSNL, making mobile services accessible to even the most remote households.

Proof of Concept and Nationwide Rollout

A proof of concept pilot in Assam has already demonstrated the effectiveness of this model, showing positive results in customer adoption and revenue generation. With its proven success, the initiative will now be scaled nationwide, ensuring citizens in rural, semi-urban, and underserved regions can access telecom services conveniently.

Affordable Connectivity for All

Highlighting the significance of the partnership, Ms. Manisha Bansal Badal stated:

“This partnership combines the trusted reach of India Post with the telecom expertise of BSNL to deliver affordable and accessible connectivity to every citizen.”

Echoing this sentiment, Shri Deepak Garg added:

“Through this collaboration, BSNL services will be available at every nook and corner of the country, enabling citizens—particularly in rural and underserved areas—to access mobile services conveniently at their nearest Post Office.”

Advancing Digital India and Socio-Economic Development

This collaboration aligns with the vision of Digital India, ensuring that telecom connectivity becomes a tool for financial inclusion, digital empowerment, and socio-economic progress. By enabling citizens in rural areas to access reliable mobile services, the initiative will:

  • Support e-governance and digital payments.

  • Empower women, farmers, and small businesses with digital tools.

  • Enhance access to online education, healthcare, and financial services.

Operational Framework

  • BSNL will supply SIM stock, provide training for postal staff, and ensure service quality.

  • DoP will act as the frontline service provider, facilitating SIM sales, recharges, and new customer onboarding.

  • Both organizations will jointly ensure cybersecurity compliance, data privacy, monthly reconciliation, and robust monitoring mechanisms.

The agreement is initially valid for one year from 17 September 2025, with the option for renewal.

A New Benchmark in Public Sector Synergy

The DoP-BSNL partnership exemplifies how public sector enterprises can collaborate effectively to deliver citizen-centric services at scale. By combining BSNL’s telecom infrastructure with India Post’s extensive grassroots presence, the initiative sets a new standard for public-private collaboration within the government ecosystem.
