Released by Minister Piyush Goyal, the report categorizes states and Union Territories under various performance tiers, promoting logistical reforms and benchmarking. While exemplars showcase excellence, other states are recognized as 'high performers', 'accelerators', or 'growth seekers' based on their progress.
The 2025 report, refining the previous performance model, serves as a tool for reform planning and peer learning.
