Reviving Jharia: A Multi-Crore Master Plan to Extinguish Fires and Rehabilitate Communities

The Indian government is taking decisive steps to address the long-standing issues in the Jharia coalfield of Jharkhand. In a recent move, a committee has been established under the joint leadership of the Coal Secretary and the Chief Secretary of Jharkhand to monitor a revised master plan, with an estimated financial outlay of Rs 5,940 crore. This initiative aims to tackle the persistent coal fires and subsidence problems, along with the crucial task of rehabilitating affected families.
The revised master plan, approved in June, replaces the one that expired in 2021 after its initial 10-year implementation cycle. The new plan focuses on sustainable livelihoods for resettled families, offering skill development and income-generating opportunities as part of its comprehensive rehabilitation strategy. A livelihood grant and access to credit will be extended to both legal and non-legal title holder families, reinforcing economic independence.
Infrastructure development at resettlement sites also forms a crucial component of the plan. Essential amenities such as roads, electricity, water, and healthcare facilities are to be built, ensuring a dignified living situation for the relocated residents. This initiative not only addresses socio-environmental challenges caused by coal mining but also promises a sustainable future for the communities of Jharia.
