Mallikarjun Kharge, the Leader of Opposition in the Rajya Sabha, has made a compelling argument for allowing a discussion on the special intensive revision of electoral rolls in Bihar. He cited past rulings from the Chair in a letter to Deputy Chairman Harivansh, emphasizing the issue's fundamental importance to democracy.
In his letter, Kharge referenced a past ruling made on July 21, 2023, where it was stated that the Rajya Sabha can discuss any topic, barring discussions on the conduct of Supreme Court or high court judges except when addressing their removal. Kharge highlighted that this establishes a precedent for discussing the electoral roll revision.
The Congress president stressed that the special review, led by the Election Commission, begins in Bihar and will extend to other states. Kharge, representing the Opposition in the Rajya Sabha, has called for an immediate discussion, especially given its impact on weaker sections of society. However, stalemates have persisted in Parliament due to the government's stance that the issue is sub-judice.
